NOTICE TO HENDERSON COUNTY TAXPAYERS:  ASSESSED VALUES FOR 2022

 

Valuation date (35 ILCS 200/9-95):                                    January 1, 2022

Required level of assessment (35 ILCS 200/9-145):          33.33%

Publication is hereby made for equalized assessed valuations for real property in this county in accordance with 35 ILCS 200/12-10.  As required by 35 ILCS 200/9-210 and 35 ILCS 200/10-115, the following equalization factors have been applied to bring the assessments to the statutorily required three-year median level of 33.33%:

  Office hours are 8 a.m. – 4 p.m. Monday through Friday. 

  Property in this County, other than farmland and coal, is to be assessed at a 33.33% median level of assessments, based on the fair cash value of the property.  You may check the accuracy of your assessment by dividing your assessment by the median level of assessment. The resulting value should equal the estimated fair cash value of your property. If the resulting value is greater than the estimated fair cash value of your property, you may be over-assessed. If the resulting value is less than the fair cash value of your property, you may be under-assessed. You may appeal your assessment to the Board of Review.

If you believe your property’s fair cash value is incorrect, or that the equalized assessed valuation is not uniform with other comparable properties in the same neighborhood, the following steps should be taken:

  1. Contact the county assessor’s office to review the assessment. 
  2. If not satisfied with the assessor review, taxpayers may file an appeal with the Henderson County Board of Review. For appeal forms, instructions, and the Rules and Procedures of the Board of Review, visit the Henderson County Assessor’s Office.
  3. Pursuant to 35 ILCS 200/10-115, the Farmland Assessments for the 2022 assessment year will increase by 10% of the preceding year’s median cropped soil productivity index as certified by the Illinois Department of Revenue with data provided by the Farmland Assessment Technical Advisory Board resulting in a $38.73 per acre increase for each soil productivity index. 

Your property tax bill will be calculated as follows:

Final Equalized Assessed Value – Exemptions = Taxable Assessment;

Taxable Assessment x Current Tax Rate = Total Tax Bill.

All equalized assessed valuations are subject to further equalization and revision by the Henderson County Board of Review as well as equalization by the Illinois Department of Revenue.

NOTICE OF RULES & REGULATIONS OF

HENDERSON COUNTY BOARD OF REVIEW

 The Illinois statute governing the County Board of Review Requires publication of reasonable rules for the guidance of persons doing business with the Board (35 ILSC 200/9-5).

  1. The regular meetings of the Board of Review shall be held in the Supervisor of Assessment’s Office, Henderson County Courthouse, in Oquawka, Illinois.  Meetings may be held in other parts of the County at the discretion of the Board.  Appeals may be filed with the Board of Review at the above location during regular business hours after assessment changes have been published up to thirty days after the publication date.   

 

  1. Order of Business:
    1. Reading and approving the minutes of the previous meeting
    2. Presentations and reading of appeals
    3. Consideration of appeals to increase or decrease assessments of persons and corporations
    4. Equalization of assessments of townships
    5. Hearing of arguments from owners or their attorney

 

  1. The Chairman of the Board of Review shall take the chair at the hour appointed for the Board to meet and shall immediately call the members to order and proceed with the transaction of business in accordance with the order of business as approved in Rule No. 2.

 

  1. The persons or corporations having petitions or appeals to present shall make the same in writing, and file the same with the Clerk of the Board of Review. Assessment appeals may be filed with the Board of Review from the date of the Notice of Assessment Change to thirty (30) days after the publication of the Assessment List for the assessment year setting forth the changes made by the Township Assessors or the Supervisor of Assessments.  No extensions will be given after the due date for appeals.

 

  1. All appeals must be on the Appeal Form approved by the Henderson County Board of Review as made available in the Office of the Supervisor of Assessments (appeal forms must be obtained from the office and will not be mailed out), Henderson County Courthouse, Oquawka, Illinois. No appeal will be considered without being on the prescribed form and complete in its entirety.  Documentation and/or information regarding the basis for an appeal must be submitted at the time of filing the Board of Review Appeal Form.  No faxed copies of the appeal form will be accepted

 

  1. A reasonable time will be allowed by the Board of Review for a hearing.

 

  1. The Clerk of the Board of Review shall keep a docket showing the number of the appeals filed with the said board for the reduction or increase of assessment of any persons or corporations in order of filing of the same and showing the action of the Board thereon. Action shall be taken on all appeals, relative to real property, by township rather than in numerical order.

 

  1. Such appeals shall be numbered by the Clerk and filed in their regular order as received.

 

  1. Any member of the Board of Review may notify the Board of any property that may come to his or her knowledge as being assessed too high or too low, and the Clerk shall thereupon issue to the person or corporation affected, notice that they may appear and show cause, if any they have, why such assessment should not be changed, but no action shall be taken in regard to any original assessment or increase of assessment until notice shall have been given as in these rules provided.

 

  1. At any hearing before the Board of Review, a party may represent himself/herself, or may be represented by any persons licensed to practice law in Illinois. A corporation may be represented by, an officer, employee or director.  Persons not qualified to practice law in Illinois may not appear at the hearing in a representative capacity, but may assist council or parties in the preparation of cases for presentation.  If the property owner is to be represented by an attorney, an authorization form signed by the owner must be submitted at the time of filing the Board of Review Appeal Form.

 

  1. The Board may hear petitions for reductions of assessments at the time of filing or may set a day for a hearing thereon. After date for hearing has been set, there will be no exceptions for change.

 

  1. Unless waived, every person or corporation shall be entitled to 5 days notice of any hearing before the Board of Review. Notice shall be given by the Clerk of the Board of Review by mail to the person or corporation filing the appeal; at the address on the appeal form, or to the attorney for the person or corporation when so represented.

 

  1. All persons or corporations having appeals or requests for exempt status falling under Chapter 35, paragraph 200/15-35 through 200/15-160 shall offer the same in writing with the Clerk of the Board of Review on or before 30 calendar days after the date of publication of the Assessment List by the Supervisor of Assessments whichever is later.

 

  1. All persons or corporations providing an appraisal, as proof of market value, shall provide a written, complete, 3 approaches to value, appraisal. A letter of fact as to the value of a piece of property will not be considered a complete appraisal.

 

  1. If an appeal is based on an income approach to value, a 3 year income and expense statement has to be submitted at the time of filing the Board of Review Appeal Form.

 

  1. A public meeting will be held in room 103, Henderson County Courthouse, Oquawka, Illinois at 9:00 A.M. Thursday June 3, 2021 for the purpose of explaining and discussing the certified adjusted 2022 farm land values as received from the Department of Revenue, Local Government Services Bureau. 

Brenda Matherly, Director of Local Government, Illinois Farm Bureau®, will be at the farmland meeting.  She will be presenting a session on farmland assessments.  Ms Matherly is a skilled presenter and informative speaker.

2020 Assessment Change Notices & Preamble

The 2020 Notices of Assessment Change and Publication List is dated November 25, 2020.  The deadline to file an appeal with the Board of Review is December 28, 2020.  The 2020 Publication List will appear in the Henderson County Quill for all Townships.  If you disagree with your 2020 assessment, please contact the Supervisor of Assessments Office prior to the December 28, 2020 deadline to appeal your assessment. Per statute, assessment appeals shall not be accepted if they are filed or postmarked after this deadline.

For assistance in completing your 2020 exemption forms:

The Henderson County Courthouse is open.   All homestead exemptions are due July 31, 2020 at the Assessor’s Office.  Exemption forms can also be mailed to the Assessor’s Office, PO Box 342, Oquawka IL 61469 or you can deposit your forms in the drop box outside the main courthouse door.  If you are not comfortable entering the courthouse and need assistance with your exemption forms, please call 309-867-3291 to make an appointment for curbside service.  You will be asked a few questions: 1.  Have you or someone you live with been experiencing a new fever, shortness of breath, or cough?  2.  Have you or someone you live with been exposed to an individual with a positive COVID-19 diagnosis?  3.  Have you or someone you live with tested positive for COVID-19?  Your temperature may be taken.  Masks will be required.

EFFECTIVE Thursday March 19, 2020 until further notice

 

To help combat the spread of COVID-19, Henderson County has implemented changes effecting entry into the Henderson County Courthouse.

No entry into the courthouse is allowed without appointment, unless you have a pending court case and are scheduled for that date.  We ask that you call ahead before coming to the courthouse as many cases have been continued.  Call the Circuit Clerk's office at 309-867-3121 to check whether your case is still taking place as previously scheduled.  Pursuant to recent orders entered by Chief Judge David Vancil, Jr. and the Supreme Court of Illinois, persons exhibiting certain symptoms and persons accompanying those with business before the court may be denied entry to the courthouse. 

If you have business in any of the courthouse offices, you must make an appointment with the office before you will be allowed to enter the courthouse.  Many of the courthouse offices have the capability to conduct services online or over the phone and we encourage you to take advantage of these services at this time.  Appointments can be made by calling the courthouse offices at the following numbers:

Farmland Assessments:

 On June 6, 2017 the Farmland Assessment Review Committee held a public meeting on the equalized assessed values proposed by the Illinois Department of Revenue and the implementation of procedures proposed by the Supervisor of Assessments. With no opposition, the farmland equalized assessed values and valuation procedures were accepted. 

The Department of Revenue employs a PI scale from a low of 82 to a high of 130. PA 98-0109 amended the Property Tax Code to limit the increase or decrease in its previous year’s soil PI certified values to 10% of the median cropped soil for tax year 2017. As a result, the 2018 Certified Assessed Value for each soil type is limited to a 10% increase of the previous year’s median cropped soil certified value. The median cropped PI soil level is 111. Therefore, for tax year 2018 (payable in 2019) all soil types in the PI scale from 82 to 130 will receive the same dollar-per-acre increase. Farmland is valued using productivity indexes (PI’s) for cropland, permanent pasture, and all other farmland. 10% Increase at PI 111 is $26.46.

 These values reflect the statutory changes to 35 ILCS 200/10-115(e) under Public Act 98-0109.

 This serves as the farmland assessment change notification.

35ILCS200/9-15 provides that the "Supervisor of Assessments shall, by January 1 of each year, assemble all assessors and their deputies for consultation and shall instruct them in uniformity of their functions". 

The Annual Assessor's Meeting for the 2018 assessment year will be held December 12, 2017 at 4:30pm in room 102 of the Henderson County Courthouse in Oquawka.

The 2016 Notices of Assessment change were mailed and published in the Oquawka Current on Wednesday, October 5, 2016.  Parcels that have had an individual reassessment change were mailed a Notice of Assessment change.  If a parcel did not receive a Notice of Assessment change, it did not have an individual reassessment change but is subject to the application of the county multiplier and/or farmland changes.  The parcels with an individual reassessment change are listed in the publications link of this website.  The filing deadline for the 2016 assessment year is Friday, November 4, 2016. If you disagree with your 2016 assessment, please contact the Supervisor of Assessments Office prior to the November 4, 2016 deadline to appeal your assessment. Per statute, assessment appeals shall not be accepted if they are filed or postmarked after this deadline.
